Recently, Guangdong provincial civil affairs bureau issued the Notice on Further playing the role of trade associations and chambers of commerce to help Guangdong's high-quality development (hereinafter referred to as the notice), specifying the objectives, requirements, key tasks, safeguard measures and other contents, further play the role of an important bridge and link between industry associations and chambers of commerce and the government, enterprises and markets to better help Guangdong's high-quality development.
The "notice" requires that under the guidance of Xi Jinping's thought of socialism with Chinese characteristics in the new era, we should thoroughly implement the spirit of the 20th Party Congress and the spirit of General Secretary Xi Jinping's series of important speeches and instructions to Guangdong, focusing on the primary task of high-quality development, we will fully, accurately and comprehensively implement the new development concept, actively study new policies, new paths, new measures and new carriers, strengthen departmental cooperation and coordination between the government and the society, fully mobilize the enthusiasm, initiative and creativity of industry associations and chambers of commerce, and further give full play to the resource docking platform, service leading function and professional coordination advantages of industry associations and chambers of commerce to serve the high-quality development of Guangdong.
The notice defines six key tasks:
One is to cultivate a group of trade associations and chambers of commerce serving emerging industries. Civil affairs departments at all levels should actively encourage existing industry associations and chambers of commerce, adhere to serving member enterprises as the main body, and promote member enterprises, especially manufacturing enterprises, to forge new industrial competitive advantages. Closely cooperate with industry management departments, guide leading enterprises and industry leaders in emerging industries to lead the formation of emerging industry associations and chambers of commerce, and help the transformation and upgrading of traditional industries and the cultivation and expansion of strategic emerging industries.
The second is to guide a group of industry associations and chambers of commerce to serve "double zones" and the construction of three major platforms. Support the exploration and establishment of social organization cooperation and exchange platforms in Hengqin, Qianhai and Nansha, explore and cultivate international social organizations based on Guangdong, Hong Kong and Macao Bay Area, encourage and support the social organizations of think tanks in Guangdong, Hong Kong and Macao to jointly carry out research work, promote the construction of professional personnel training system in the field of social organizations in the three places, guide industry associations and chambers of commerce to sink into the community, and actively provide various social services for Hong Kong and Macao people who live in Guangdong, attract more Hong Kong and Macao people to develop and start businesses in Guangdong.
The third is to build a number of service platforms to promote the development of the industry. Civil affairs departments at all levels should encourage and guide industry associations and chambers of commerce to give full play to the advantages of resource linking, actively build communication and cooperation platforms and supply and demand docking platforms, and cultivate brand service projects.
The fourth is to mobilize a group of social forces to actively participate in the revitalization of the countryside and the service for people's livelihood. We should encourage and guide industry associations and chambers of commerce to actively participate in the "high quality development project of thousands of villages in thousands of counties" and the rural revitalization work, and encourage them to actively participate in public welfare and charity undertakings, encourage industry associations and chambers of commerce to use industry resources to provide psychological counseling, resource links and other professional services for special groups such as orphans and disabled children and the elderly.
The fifth is to launch a group of industry associations and chambers of commerce to help employment. Continue to carry out the special action of "one hundred cities and thousands of enterprises to help employment" in Guangdong province, and guide industry associations and chambers of commerce to carry out professional training for member units. Encourage industry associations and chambers of commerce to build training bases together with vocational colleges and technical colleges, explore innovative school-society cooperation models, and meet the urgent needs of talents in various industries.
The sixth is to provide a batch of high-quality industry research reports and policy suggestions. The notice requires that local civil affairs departments should improve their political positions and promote the implementation of various key tasks in industry associations and chambers of commerce.
