The action plan proposes that by 2027, the scale of equipment investment in industries, agriculture, construction, transportation, education, cultural tourism, medical treatment and other fields will increase by more than 25% compared with 2023; the energy efficiency of the main energy-using equipment in key industries basically reaches the energy-saving level.
The action plan defines 20 key tasks in 5 aspects. First, implement equipment update. Play the role of expanding the working mechanism of medium and long-term loan delivery in manufacturing industry. Guide banking institutions to increase green credit reasonably and strengthen financial support for the production, service and consumption of green smart home appliances. Banks are encouraged to appropriately reduce the down payment ratio of passenger car loans and reasonably determine the term and credit line of car loans under the premise of compliance with law and controllable risks. (19) strengthen factor guarantee. Strengthen the guarantee of factors such as land use and energy use for technological transformation projects of enterprises. Simplify the early approval procedures for technical transformation projects that do not add land and focus on equipment renewal.
