At the meeting, representatives of pilot cities and city representatives who expanded the scope of policy implementation made speeches respectively. Representatives of the first batch of pilot cities, such as Shaoxing city and Huzhou city, Zhejiang province, introduced the achievements and relevant experiences of the pilot work of government procurement. Representatives of the second batch of pilot cities, such as Xiong'an New District and Zibo city, introduced the work preparation and work plan of the pilot cities. Responsible comrades of Ministry of Housing and Urban-Rural Development, Ministry of Industry and Information Technology, and Ministry of Finance made arrangements for the next step.

The meeting held that over the past two years since the pilot was launched, the pilot cities have earnestly implemented relevant requirements, established perfect working mechanisms, actively purchased green building materials, and formed a batch of typical demonstration projects, it has made beneficial exploration for implementing the policy of government procurement supporting green building materials to promote building quality improvement.

Based on the successful experience of the pilot, the three ministries and commissions decided to further expand the scope of policy implementation to 48 cities (municipal districts) in the country, supporting the development of green building materials and green building in a wider range and with greater efforts.

I. To further raise awareness and unify this work to the goal of "carbon peak, carbon neutral, as an effective way to promote the high-quality development of building materials industry and an important starting point to innovate financial macro-control tools.

Second, we should refer to the Implementation Guide of the policy project of government procurement supporting green building materials to promote building quality improvement to implement the demand standards at all stages of project construction and establish a guarantee mechanism.

Third, in order to build a unified green building materials procurement market, this expansion of the policy implementation scope requires all regions to implement unified demand standards, and they are not allowed to adjust and change the standards at will. However, in the process of policy implementation, relevant cities should also combine the actual situation of the region and the development of building materials industry, and actively study and propose to adjust building materials indicators or increase building materials products on the basis of implementing unified demand standards, opinions and suggestions on green design and green construction methods, the three departments will continuously improve the demand standard system in combination with suggestions from various places.

IV. Standardize the establishment of green building materials product libraries. Green building materials that are included in the demand standards should be fully exploited, no warehousing or procurement barriers should be set, and local protection and local blockade should not be carried out in disguise.

V. By increasing the settlement ratio of the project funds, promoting the settlement of the construction process, timely and full payment of the project funds, the settlement ratio of the project funds shall not be less than 80% of the completed project settlement funds, so as to mobilize the enthusiasm of construction enterprises to participate in the implementation of the policy.
